Confusion in the National Assembly Over Appointment of Deputy Clerk

Confusion is currently brewing amongst the top ranks of the National Assembly management over the appointment of the Deputy Clerk to the National Assembly.

FACTSHEET reported that Mr. Ibrahim Atiku, the Director of Accounts and Procurement  in the House of Representatives was late last week appointed the Deputy Clerk to the National Assembly.

His appointment letter with reference number, NASC/SS/PF/290, dated December 19, 2024 was signed by the Chairman of the National Assembly Service Commission (NASC), Ahmed Kadi Amsh. The letter with the title, “Appointment as Deputy Clerk to the National Assembly” read in part: “The National Assembly Service Commission at its 616th meeting held on Thursday, 19th December, 2024, approved your appointment as Deputy Clerk to the National Assembly with effect from  2nd February, 2025.”

However, in a new twist, another letter surfaced on Tuesday December 24, 2025  and was signed by the Director of Information,  National Assembly, Mr. Emmanuel N. Anyigor.

The new letter indicated that Engr. Bashir Yero has been appointed the Deputy Clerk to the National Assembly. The letter also indicates that, Mr. Atiku Ibrahim has been promoted to the rank of Secretary and subsequently deployed as the Secretary of Account and Supplies to the National Assembly.

The letter reads:

“The National Assembly Service Commission has approved the appointment of Engr.  Bashir Aminu Yero as the Deputy Clerk to the National Assembly (DCNA).

“The commission approved Yero’s appointment during an emergency meeting  of the Commission held today Tuesday, 24th December 2024.

“This is even as the Commission further approved the appointment of the Director of Finance and Accounts , Ibrahim Atiku as the Secretary of the Directorate of Procurment and Supplies. On ther other hand, Engr. Liman Baba Sanda, the former Secretary of the Directorate of Procurement and Supplies has been redeployed as the Secretary of the Estate and Works.

“In their respective appointment letters signed by the Executive Chairman of th Commission, Engr. Ahmed Kadi Amshi, the Commission noted that the elevations and redeployment were in recognitionof their hard-work and administrative competence and therefore enjoined them to continue to uphold the confidence reposed in them.

“The appointments and redeployment, the Commission empahsised, would take effect from the 2nd February, 2025.

FACTSHEET made several attempts to speak with top management staff of the National Assembly Service Commission and the National Assembly to no avail. Members of staff are waiting for the management to clear the confusion as the situation.
