Salary Shortfalls Delay February Pay for Steel Ministry, Four Agencies – OAGF

The Office of the Accountant-General of the Federation (OAGF) has attributed the delay in the payment of February 2026 salaries to staff of the Federal Ministry of Steel Development and four other federal agencies to shortfalls in personnel cost allocations.

This clarification was contained in a statement issued on Monday in Abuja by the Director of Press and Public Relations at the OAGF, Bawa Mokwa, following concerns raised by affected civil servants over the non-payment of their February salaries.

According to Mokwa, the delay was caused by insufficient personnel cost allocations in the budgetary provisions of the affected Ministries, Departments and Agencies (MDAs), which resulted in temporary challenges in processing the salaries.

The agencies affected by the development include the Nigerian Export Promotion Council, National Rural Electrification Agency, Kamuku National Park, and the Council for the Regulation of Freight Forwarding in Nigeria.

The OAGF stated that the affected MDAs had been directed to work closely with the Cash Management Office of the Federal Ministry of Finance to resolve the issue and ensure that the salary shortfalls are addressed promptly.

The statement stressed that the delay was limited to the affected organisations, noting that salaries for other federal government workers had already been processed and paid.
Meanwhile, the office also responded to complaints from some civil servants whose salary accounts are domiciled with Standard Chartered Bank. According to the OAGF, although the salaries had been successfully paid into the bank, some staff were unable to access the funds due to a policy requiring a minimum opening balance of ₦7 million for certain account categories.
The Accountant-General’s office assured all affected workers that steps were being taken to resolve the issues as quickly as possible and reaffirmed the government’s commitment to ensuring timely payment of salaries across all federal establishments.
