The Sole Administrator of Rivers State, Vice Admiral Ibok Ete Ibas (retd.), has announced that preparations are in progress for the state’s 2025 budget, prioritizing healthcare, education, agriculture, infrastructure, and job creation.
Ibas made this known on Thursday while hosting a delegation of the Rivers State National Assembly caucus, led by Senator Barinada Mpigi, at Government House, Port Harcourt. He emphasized that following the Supreme Court’s ruling on the state’s budget, the government has moved swiftly to draft a new appropriation bill that aligns with its commitment to social services and economic development.
“In addition to our peace-building efforts, we are also focused on the economic stability and development of Rivers State,” Ibas stated. “Since the Supreme Court verdict on the state’s budget, we have acted swiftly and decided to put together a new budget that reflects our commitment to healthcare, education, social services, and continued infrastructural development.”
He assured that the budget preparation process is being carried out transparently and inclusively to ensure timely implementation of necessary investments aimed at improving the lives of Rivers citizens.

“The budget, which is being finalized, focuses on creating job opportunities and investing in key sectors such as agriculture, infrastructure, and technology. We understand the urgency of this initiative, and we are committed to ensuring that it is implemented without delay,” he added.
Ibas also underscored the importance of support from legislators as key representatives of Rivers State in the National Assembly. “Your partnership is critical to success in ensuring that Rivers State remains on the path of progress and enduring peace for future generations,” he told the delegation.
Speaking on security and governance, Ibas reiterated his administration’s commitment to maintaining law and order in the state. He noted that since assuming office, efforts have been made, in collaboration with security agencies, to create a safe and stable environment for residents.
“Beyond security, we have prioritized community engagements as a central part of our strategy. Dialogue, reconciliation, and inclusivity have been key to building trust among our people,” he said. “We are determined to strengthen the bond of unity in Rivers State and to foster an environment where every citizen feels valued, heard, and respected.”
Senator Mpigi, speaking on behalf of the delegation, commended Ibas for his efforts so far and assured him of their support in advancing initiatives aimed at restoring stability and development in the state.
Among the delegation were Senator Allwell Onyesoh, Minority Leader of the House of Representatives Kingsley Chinda, and lawmakers Dumnamene Dekor, Solomon Bob, Cyril Godwin Hart, Blessing Amadi, Felix Nwaeke, Kelechi Nwogu, and Victor Obuzor.
