Ebonyi Govt Unveils New Education Policy, Bans Single-Term Textbooks, Graduation Parties In Kindergarten
The Ebonyi State Government has banned single-term textbooks in all primary and secondary schools in the state.
The ban is part of the “Ebonyi State New Education Policy” announced on September 1, 2025 by the state’s Commissioner for Education (Primary and Secondary), Dr. Donatus Chukwuma Ilang.
In a memo dated September 1, 2025 and addressed to principals, headteachers, proprietors of private schools and faith-based schools, guardians and parents, the state announced the “adoption of unified textbooks” in the state.

The new policy also announced the closure all “unapproved faith-based schools” across the state.
According to the memo seen by FACTSHEET, it is now compulsory for any child seeking admission into secondary schools in the state to present their “First School Leaving Certificate (FSLC), while transfer candidates are also mandated to present “transfer certificate” from their former school.
The new policy also outlaws “graduation parties for Nursery and Kindergarten pupils; also all approved textbooks will have a life-span of four years before they could be changed.
