The Federal High Court in Abuja presided over by Justice Omotosho has fixed October 30, 2025, for the final hearing of the suit seeking the sack, investigation and prosecution of the former nnpcl executive vice president downstream who is currently Chief Financial Officer (CFO) of the Nigerian National Petroleum Company Limited (NNPCL), Dapo Segun, over the alleged financial fraud in the N5 trillion refinery rehabilitation scandal and the OVH Energy acquisition deal that happened under his tenure as the man in charge of downstream.
The civil society group Rights for All International, which filed the suit, is asking the court to compel the Economic and Financial Crimes Commission (EFCC) to probe Segun’s role in the failed rehabilitation of the Port Harcourt and Warri refineries, as well as the NNPCL’s takeover of OVH Energy. The group alleges that the EFCC’s refusal to investigate Segun amounts to a dereliction of duty and an abuse of power.
Among the demands is an order of mandamus directing the EFCC to immediately commence an investigation into Segun’s conduct and to publish its findings within 14 days of concluding the probe.

The group has also called on President Bola Tinubu to suspend Segun from office to prevent possible interference with the investigation.
The case has sparked public interest due to the huge sums involved in the refinery projects, which have remained non-functional despite massive government spending.
It is believed by a cross-section of Nigerians that the outcome of this suit would have major implications for accountability in Nigeria’s oil sector.
The matter which came up on Friday was adjourned for final hearing by the presiding Judge who gave a matching order for all parties to get ready on 30th for final hearing of the suit which will help in cleansing the rot that destroyed the refinery efforts during the tenure of dapo segun as evp downstream.
